But steel shafts weren't legal from the start. And the date they became legal differed by five years on either side of the Atlantic.

1. Before steel, it was hickory

Steel solved most of wood's problems. Made to spec, it behaved consistently, was less affected by humidity, and its torque could be controlled.

Above all, it became possible to reproduce the same specification repeatedly. That's what later made the idea of a "set" possible — matching several irons only works once the material itself is consistent.

The habit of comparing shaft weight and torque as numbers today traces back to this. Wood could carry those numbers too, but they meant little when every piece varied.

3. The R&A waited five more years — 1929

Why it took five years is something this piece could not confirm. Attitudes toward tradition, conditions in the hickory-shaft manufacturing trade, and judgments about performance change all get mentioned, but we found no confirmed source.

One thing worth noting, though: hickory shafts were handmade. There were craftsmen who selected, cut, and shaped the wood, and people whose livelihood depended on that work. Steel comes from a factory. A change of material also meant an entire industry changing shape.

The gap itself matters less than what happened afterward.

Once steel became legal on both sides, club manufacturing changed. Being able to set a specification and reproduce it repeatedly is what made the idea of a matched set possible.

And not long after, a different problem showed up. Because clubs became easier to produce, players started carrying more of them. By the 1930s, some players carried twenty or thirty clubs.

The result was the 14-club limit, adopted in 1936 and effective in 1938. A change in material led to a limit on quantity — a story covered separately.
